Let the sleeping dogs sleep.
It will be unfortunate if
it is perceived as forcing Hindi upon officers and staff who belong to other
States and may not be fluent enough as their colleagues whose mother tongue
could be Hindi. Whether admitted or not, obviously it will put them in second
preference for postings and promotions even when they might in fact should have
been the first choice. This will be totally unfair and discriminatory. It will
also create friction among officers and much unwanted delay wherever quick
translations become necessary. It may also make officers from other non-Hindi
speaking States to put up their notes only in English, though they might know
Hindi, only to uphold the superiority of both languages guaranteed under the
Constitution.
