HOW TO CONTROL CANDIDATES FROM VIOLATING MODEL CODE OF CONDUCT?
Election Commission should not keep on issuing notices of violation to candidates and others. With the first notice EC should say that if another violation occurs, they will be designated officially as 'unreliable' candidates and in spite of that one more (third instance of such folly) instance occurs, they should be debarred for six years from contesting any election. That will make sure they don't cross the line.
